To be honest, that's how many rappers and other disco musicians used to dress in the 70's and early 80's.... just watch 'The Message' video clip for example. So it's not that hip-hop degraded... It's just made a circle and went back to dressing funny and colorful and making music about parties, having good time and other worthless bullshit.
